[Pkg-kde-extras] Bug#699025: plasma-widget-menubar should depend on appmenu-qt

The plasma-widget provides a general menubar displaying the 
menu entries for the current active window like ie. MAC OS. 
The widget may be included in a taskbar at the top of the screen. 

This will only work, if the package appmenu-qt also is installed.
Otherwise only the menu mntry "File" will be shown which has
the only Item "Quit".
