Sure, but at the same time, the dialog itself tells you to configure it (Click  
Configure icon to manage themes) and once you downloaded a theme using the 
knewstuff, it just works.

That it doesn't work _by_default_ is a bug, granted, but not grave in my 
reading, hereby downgrading to important.

P.S. Yes, that sudden attention to this bug was triggered by the threat of 
removal from testing. :)
