[Pkg-kde-extras] Bug#714205: gtk3-engines-oxygen: Mouse wheel does not scroll any gtk3 widgets

Dear Maintainer,

Mouse wheel has no effect on scroll bars, tabs, combo boxes, etc., while
normally it should scroll the contents of the widget.

This bug is also reported on https://bugs.kde.org/show_bug.cgi?id=321284, where
a fix for the scroll bars is provided. As I use quite a few GTK3 apps, this bug
really affects my workflow. I would be very thankful if you would consider
adding the mentioned fix to the package.
