[Pkg-kde-extras] Bug#769603: [rsibreak] Cannot file tickets upstream

It is not possible to report issues with RSIBreak upstream. The page opened by "Report Bug..." reads:

> Sorry, entering a bug into the product /rsibreak/ has been disabled.
> Please press *Back* and try again.

Of course, Back is not even available.

I'm not sure why reporting was disabled, but upstream seems quite inactive. I don't see any tracker outside KDE's Bugzilla. It looks like upstream currently has no issue tracker.
