I do not see the logic in this change: this package contains only a gtk2
theme, so the only way in which this is useful is because you have a
gtk2 application installed, so the gtk2 dependency is already satisfied.

It looks to me this allows users to install gtk2-engine-oxygen without
actually pulling gtk2, which IMHO is the thing that needs to be fixed
instead.
