[Pkg-kde-extras] Bug#874037: kchmviewer: Unicode filename rejected: No such file or directory

Dear Maintainers,

Apparently kchmviewer cannot handle unicode filenames:

$ printenv LANG
de_DE.utf8
$ kchmviewer Bücher/agilent_34410A_11A_SCPI_Reference.chm
Could not open file Bücher/agilent_34410A_11A_SCPI_Reference.chm: No such file
or directory


Strange thing is, when LANG is not set, it works:

$ export LANG=
$ kchmviewer Bücher/agilent_34410A_11A_SCPI_Reference.chm # it works
