No: it can still be the owner of a component, you can assign bugs to add, 
add/remove it as CC to reports, ...

You can use any personal account being enabled to edit reports for that too.

We don't allow anonymous changes to bugs.kde.org (list accounts allow you to 
resend their password so everyone can login via them and mess reports up).
