Importing KDevelop packaging into alioth SVN

I suppose this should go to svn.d.o/pkg-kde/trunk/packages/kdevelop or 
so.

if you need to keep the history, I suppose that using some svnadmin dark 
magic is possible, though likely to create hairy problems, so I'd be 
more in a favor of just importing the current state.
