Importing KDevelop packaging into alioth SVN

OK, I withdraw my previous statement, the current kdevelop builds fine  
with patches/common. I have added the appropriate svn:externals on  
kdevelop/debian/patches and will be uploading kdevelop 3.3.4-2 today,  
with an updated Build-Depends on libcvsservice-dev >= 3.5.4.
