hal dependency

Hello!

Pretty please, I would have two requests:

1) move the Depends: hal | ... and pmount | ... away from kdelibs5, to
kdebase-runtime-bin (which is required by KDE4 programs as well)

(Rationale: The Depends: is very much misplaced (the libraries do not
depend on hal in any way, also considering the OR'd dependencies),
also it makes kdelibs5-dev depend on hal on linux, which is very
unfortunate, with hal being such an intrusive package. Also see
below.)

2) make the Depends: into Recommends:, since some of us refuse to run
HAL, but would like to still use KDE (and this is perfectly possible,
therefore the Depends there is unreasonable at best)

I heard there is an RC upload in the works or such (blame Ana), so it
would be much appreciated, if you could include this change. Also, you
could do Closes: #452255.
