patches to kde4

Hi!

One thing I thought of some weeks ago, but forgotten until I got home now...

I would like if we could have all patches in kde4 have a corresponding bug 
report in the bugzilla - and even a link to the bug report in the top of the 
patch. (Except of course if it is really really debian specifik, like 
printing "Debian" somewhere). 

This way, it is easier to make sure things gets upstream to get the patches so 
that we eventually not needs to continue maintain those patches ourselves.

Comments anyone?
