Hi,

When i install libqt4-dev, i expect to have the headers and dev.
program/libs to *build* my application. I don't need qt4-doc at this
stage.

=> libqt4-dev must suggests qt4-dev-tools and qt4-doc.

When i install qt4-dev-tools, i expect to have the whole Qt4
development environment including qt4-doc.

 => qt4-dev-tools must recommends qt4-doc.
