Yes.  He is the Ubuntu maintainer of this package and we all want to work 
together from now on.

We are currently using the address jaldhar-skim at debian.org as a point of 
contact and the collab-maint repository.  kde-extras seems to be a more 
logical point for it.

Well mainly I am concerned with uploading which any DD could do but, sure, 
add me too.
