QCA2

If there aren't any objections, there are some changes I'd like to make to 
QCA2:

* Replace the current debhelper default rules with CDBS
* Build API docs
* Package the remaining plugins
* Move QCA2 and plugins to trunk/packages/qca2
* Put plugins dirs under the qca2 dir

Unless you have concerns/recommendations, I'll get this done fairly soon.
