I think it would be better to support migration from KDE4 experimental 
seamlessly, but also issue a message to those upgrading from KDE3 that 
settings haven't been migrated because KDE4 has major architectural changes 
from KDE3 (in simpler terms). However, it would still be useful to migrate 
mail, rss feeds, IM accounts, and the like.
