get akonadiconsole out of kdepim-runtime

Ok, at Kubuntu we are moving it from the Development to the System
category for the time being. Even though it is most useful for
diagnosing purposes, it does not have to be in-your-face visible to
_our_ users :)

If we should decide to split it into a separate package later on, I
suppose we should indeed go with the -dev-tools approach.
