update-notifier and update-manager for KDE.

Unless I'm off track, this is a standard feature on Windows desktops and now 
on GNOME desktops, but there is nothing "native" to KDE.

Also, bluetooth support has been suffering for many years and is currently 
completely broken for KDE 4 in Debian.
