Patches for kdevplatform packages

Hi all,

I made some minor changes to the kdevplatform package. My changes are 
available in github:

 * Added libsublime1 debugging symbols to kdevplatform-dbg
 * Added a debian/watch file
 * Updated Vcs-* fields to point to Git instead of SVN

Comments welcome, nitpicks included.
