Please unblock package kdesdk

The most important bug fix is RC #695701, which removes a .texi files under
GFDL + invariant sections.

We also added a fix for #696959 to avoid a bug in manpages and making
kdesdk-dolphin-plugins enhance dolphin.

Between the small things, we improved some packages descriptions and updated
symbols files.
