Packaging QtSpeech

Hello again,

I've worked on what Lisandro suggested and I have a package that builds
successfully! \o/

I'm still stuck and completely clueless on the debian/copyright file, so
if someone could help me out (please use IRC if it's complex) that would
be awesome.

In addition, I'd like to know if everything is correct. I'll be doing
some local testing with some packages in the Kubuntu CI (that already
specifies QtTextToSpeech libraries as an optional depend) to make sure
it gets picked up correctly.
