Packaging PythonQt for Qt 5

There is a header for PythonQt_QtAll (PythonQt_QtAll.h), so if I 
understand it correctly, you would recommend to place 
libPythonQt_QtAll.so.* in a separate package? In that case, should I 
also create a corresponding dev package for the header and the 
libPythonQt_QtAll.so symlink?
