And he did already. According to https://wiki.debian.org/Qt4Removal and 
quoting him from IRC:

kaccessible 874927 -> functionality included in Qt5 -> dropped from KDE 
Applications 17.12; keep it around for kdelibs 4.x applications. So it should 
get removed from the meta package.

jovie: replaced by qtspeech, part of qt 5.10 now in unstable.

kmouth: confirmed, Pino is doing/did it.
