ThingToPackage: KDSoap

I have WIP packaging for Ubuntu @
https://git.launchpad.net/~kubuntu-packagers/kubuntu-packaging/+git/kdsoap/tree/debian?h=kubuntu_stable

This is a much simplified version, whereas the Neon packaging still has
a much cruft from the upstream attempts at doing it. It might be a
better staring point for an initial upload.
