KDE Frameworks update to 5.70, merge requests

I scanned through your patches and I'm not really happy. So one thing is using 
the group address in d/changelog before releasing. Never mind, we solved this 
one already. But you not even bumped the needed dependencies for Frameworks. 
That means all your packages are not even build able. Sorry but only bumping 
the version number in d/changelog is not packaging. It is the first step, but I 
expected a little more from a person, that said, that it is part of Debian for 
more than 10 years. Doing the normal cleanup that is suggested by lintian and 
other checker tools. The MR for 20.04.1 are empty? Do you see the Debian repos 
as simple dumping ground?

I will close nearly all your merge requests, except ECM and kio, as they only 
update the version number. Please for your further merge requests, only commit 
them if they do more than version bumps. 

I'm not very happy, that you play games with us, on the one side you explain 
Ihor, that the team rule with the group email in d/changelog is not needed and 
on the other side you propose directly, that you can change this very easily.  
Either you don't like the teams rules or not - but with this I have the 
impression, that you hump up and step downwards.

Me is questioning, why you build a new Dovecot instead of helping the dovecot 
team to update and fix the RC bugs? It seems like you like to complain and do 
simple workarounds and you are not interested to improve Debian.
