thanks for the ideas, that is much appreciated.
Yes, the interdeps are a pain, and have obviously changed a lot since
5.17.

Personally I prefer

> Remove symbols files, so the dependencies are generated by shlibs and use some logic in rules to generate blocking dependencies. Downside with this approach is the same like for option 1 but at least no manual step to update the version is needed.

Another idea is to 
- introduce a "plasma-base" package (Debian only)
- every plasma package depends on plasma-base == 5.19 (major.minor)

Wouldn't that suffice already to force that all packages are at the same
major.minor version?

Bumping a version would require changes in the deps (needs to be done
anyway), and when all are ready a bump of plasma-base.
