Plasma 5.19 upload

Hi all,

just now I have upload the last package, kwin, of Plasma 5.19.4 to
experimental. Big thanks to Scarlett and Patrick for their hard work in
preparing the release!

We now have to wait for two packages to leave NEW:
- kwayland-server which has been already since over a month
- kwin (due to api bump, rename of library) which I uploaded today

Let us hope that they pass through NEW soon.

I think we can prepare now an upload of 5.19.5 to unstable in the
*experimental* branch of the git repos. I will work on some packages,
but please Scarlett and Patrick, I hope you can help with that, too.
