Plasma 5.19.5 upload to unstable

Hi all,

I have prepared Plasma packages of 5.19.5 targeting unstable. All
package with the exceptions below build fine with -A and -B in a clean
chroot (with experimental sources activated, of course).

The exceptions are:
- kde-cli-tools plasma-desktop powerdevil systemsettings
	those packages need plasma-workspace-dev >= 5.19.5 to compile
- kwin
	there was a strange error about kwaylandserver-dev being
	virtual, which sounds strange to me. I will retry with the other
	packages available in unstable.

All git repos are updated, either the master or experimental branch
(by default the experimental unless there was already some commit
concerning 5.19.5 on master branch).

The release commits are in my repo but not pushed.

On IRC Patrick mentioned the idea that we leave 5.19.4 a bit more time
in experimental for people to test it. I am fine with whatever, but
would like to hear other's opinion.
