Konqueror build fails on archs without qtwebengine

Dear Pino,

as the author of the Debian patch that previously made it possible to build konqueror on non-qtwebengine archs, do you think it could be adapted to the latest upstream changes to still work ?

I haven't looked at it yet but if we cannot fix it we'll have to review the dependency tree of task-kde-desktop which currently pulls konqeueror transitively.
