Bug#1020387: dictionaries-common: Consensus regarding the packaging of the Qt WebEngine hunspell binary dictionaries

I have submitted a merge request to the qt6webengine package that implements what has 
been discussed.

Once it is merged, I will prepare a merge request for the documentation in this package 
that reflects these changes, specifically that Hunspell language packages should build-
depend on the `convert-dict` virtual package and use the unversioned /usr/bin/convert_dict 
to create the .bdic files.
