Removing ktp-*, telepathy-accounts-signon, kipi-plugins and libkf5kipi from Debian

Dear Team,

the KDE Telepathy stack (ktp-* packages), kipi-plugins and libkf5kipi are not maintained upstream anymore and their respective repositories have been archived (= made read-only) on invent.

Though not officially archived upstream telepathy-accounts-signon has also not seen any activity since Dec. 2019 and its only reverse dependencies are the KTp packages.

So if there’s no objection I’ll ask for a removal of these from unstable in a couple of days.
