Split package versions in testing (due to libplasma CI failure)

Hello,
Migration of some KDE 6.6 packages have been stuck for a week,
apparently because of autopkgtest failure for libplasma/6.6.3-2. This
means testing contains a mix of 6.5 and 6.6 packages. A similar state
has caused problems for other users in the past (see e.g. #1118916
(plasma-desktop: System tray crashing on startup)).
I have some questions, apologies:
1. Is it known when this CI failure will be resolved so the remaining
packages migrate to testing?
2. Is the current state of unstable suitable for `apt install -t
unstable plasma-desktop`?
3. Is it possible to do anything with the packaging/migration to avoid
this half-migrated state for the major point releases in future?
