apparmor: add local include for libvirt-qemu
We have had local includes for libvirtd and virt-aa-helper, but
unfortunately the most likely place for local includes to take place is
in /etc/apparmor/abstractions/libvirt-qemu where we have had none.
This adds the include to the patch that addes the other Distro specific
includes d/p/debian/apparmor_profiles_local_include.patch.
Furthermore "normal" dh_apparmor can't handle subdirs in the profile
reference (since this is actually an abstraction it has the subdir).
Also for the abstraction we don't want the usual reload code.
Therefore we extract and add just what we need of a dh_apparmor snippet
and add it to the postinst of libvirt-daemon-system.

The old path no more matches anything:
dh_installman: Cannot find (any matches for) "tools/*.1" (tried in .)
Instead we already have parts of the manpages installed.
In addition we need the virkeycode and virkeyname man pages which so
far were left in the debian/tmp build dir.

Simplify and improve watch file
More specifically:

* use pgpmode=auto instead of having an explicit

I was comparing the versioned content that make install will put into
the debian/tmp build directory and what we have installed. We already
have a slight superset that I don't want to loose, but OTOH we also
have soem files missing that got added later.
Update debian/libvirt-doc.docs to include those extra files that we
miss.

This is only set by-default on Ubuntu today.
It mostly works, but as the word mostly implies some cases are different.
Libvirt now became one of them.
As discussed DEB_flag_MAINT_STRIP already is conditional therefore no
need to vendor the check, but better add a comment why/what it does.
