control: Switch from fuse to fuse3

Upstream has added support for fuse3 and prefers it to fuse2
where available. Do the same.

libvirt-dev: Drop dependency on libxen-dev

The Xen headers are needed when building libvirt itself, not
when linking applications against libvirt.
