Which version of Windows is this exactly?

Could you paste that commandline?

Could you add the version of libvirt/virtinst you used. Could you also
please add the output of "ps awux | grep kvm" when installing via
virt-manager. Which variant of Windows did you choose when installing
via virt-manager:
