[Pkg-libvirt-maintainers] Bug#516443: libvirt-bin: Please recommend dnsmasq-base instead of dnsmasq

Hi,

It seems to me that we can avoid configuring dnsmasq if we recommend dnsmasq-base instead of dnsmasq. See /usr/share/doc/dnsmasq-base/README.Debian.  

We also need change the README.Debian:
