No, it's not. Build-Conflict means "I'd rather you remove this package
than allow me to build against it". The version just means "if it's this
version, I'd rather you remove it". If you want it to upgrade to a
specific version, you need to tell it to build-depend on it.
The biometric identification system at the gates of the CIA headquarters
works because there's a guard with a large gun making sure no one is
trying to fool the system.
