What URI are you using? You need to try
virsh -c qemu:///system net-start default

What's in the logs? Whats in /etc/libvirt/qemu/networks/ and in
/etc/libvirt/qemu/networks/autostart. What does "virsh -c qemu:///system
list --all" say.
