[Pkg-libvirt-maintainers] Bug#634114: virt-manager: fails to start virtual network 'default'

After a minimal installation with dnsmasq-base, virt-manager fails to start the virtual LAN.  It fails with this command:

    dnsmasq --strict-order --bind-interfaces --pid-file=/var/run/libvirt/network/default.pid --conf-file= --except-interface lo --listen-address 192.168.122.1 --dhcp-range 192.168.122.2,192.168.122.254 --dhcp-leasefile=/var/lib/libvirt/dnsmasq/default.leases --dhcp-lease-max=253 --dhcp-no-override

    dnsmasq: cannot open or create lease file /var/lib/libvirt/dnsmasq/default.leases: No such file or directory

After I manually created /var/lib/libvirt/dnsmasq, it succeeded.
