Most probably yes. Sorry, I hadn't noticed the reaffectation to libvirt-bin.

Have tried with 0.9.0-2 from unstable, but I notice that /etc/init.d/libvirt-bin stop still doesn't stop dnsmasq, nor disables the NAT iptable rules, or remove the bridge on virbr0.
I think this is the root cause of all these net configuration bugs on virt-manager.
Once libvirt's shutdown will properly restore the net as before it was launched, I believe it will be much better for virt-manager to be able to proceed with net reconfigurations.
