That's way less vague than my mind was about it, so that's good :)

The full system both valac-0.12 and valac-0.14, and
/etc/alternatives/vala and valac both pointed to valac-0.12.  the chroot
only had 0.14.

Installing valac-0.12 in the chroot let update-alternatives pick it up
as the default, and then i get the failure within the chroot.

So this bug is that valac-0.12 can't effectively build gtk-vnc.

Does this mean gtk-vnc needs a Build-Conflicts: valac-0.12 or something?
 i don't know what the right way to resolve this is, but maybe the vala
maintainers can suggest something?  I've tried to cc them here.
