excuse for the delay in replying....
gmail considers email from debian as spam....

adding myself to libvirt hasn't solved my issue.
# adduser <username> libvirt

however your words "about permissions" lead me read 
/usr/share/doc/libvirt-bin/README.Debian..

by uncommenting the #(xend-unix-server yes) line, now i am able to use 
virt-manager.
