Don't you think this suggestion should better be made by the libxen
package?

Yes, this is the bootloader which is responsible to start Xen in HYP
mode. With regard to KVM, U-Boot will start the Linux kernel in HYP
mode but this one has to support being started in HYP mode (which has
been the case since several versions now).
