The initscripts added by --firstboot-command are not run without `at`
installed and/or running. I see this with the version currently in Sid
as well as the one in experimental.

I can reproduce the problem with the upstream 'debian-7' VMs with
the following:

virt-builder debian-7 \
    --edit '/etc/inittab: s,^#([1-9].*respawn.*/sbin/getty.*),$1,' \
    --firstboot-command "dpkg-reconfigure openssh-server"

I can work around it by creating, chmoding,
chowning /var/spool/cron/at{jobs,spool} but it'd be best if the
initscript created by virt-* didn't fail to run without `at`. `at`
should be creating its spoolfiles if they don't exist; I'll report that
bug next.

The systemd unit file does not have this problem.
