[Pkg-libvirt-maintainers] Bug#815764: reproducing builds against ruby2.3

Sorry, I forgot to include this information when initially reporting the bugs.

An upload of ruby-defaults enabling builds against ruby2.3 will be
uploaded to unstable soon.

Until then, you just need to make sure you have ruby-all-dev from
experimental.  On a clean build chroot, make sure experimental is in the
chroot sources.list, and add the following to e.g.
/etc/apt/preferences.d/ruby2.3 inside the chroot:
