[Pkg-libvirt-maintainers] Bug#844339: libvirt: use allocated uid/gid for libvirt-qemu

During guest migration over NFS, I/O errors might happen in the guest
if the disk image files are owned by different uid/gid in the 2 hosts.

This problem is described in more detail in LP #1637601.

This patch assigns the uid/gid allocated in #843881 for libvirt-qemu
if the user/group does not exist yet, in order to avoid that problem.
