[Pkg-libvirt-maintainers] Bug#846321: libvirt-daemon should declare a dependency on iptables

On an apt-get dist-upgrade yesterday, libvirtd gave this error
(systemctl status libvirtd.service), after installing iptables, libvirtd
started without error. It should at least recommend iptables.
