The reason I think it's RC is not because I think it's essential that
this timestamp anomaly doesn't generate lossage.  See my other bug
#842450 about the protocol files, which are also affected by a
timestamp anomaly which often causes parts of the build to be skipped.
But it seem that those sometimes-skipped parts actually work - so I
don't think that is RC.

The reason I think it's RC is that it demonstrates that the
documentation files shipped in the package are not buildable from
source (at least, using tools in the current version of Debian
unstable main).

Or to put it another way, there are really two bugs here:

 * The timestamp anomaly which means that the apidocs rebuild is
   sometimes skipped, and instead existing files (which I assume are
   unchanged upstream files, although I haven't checked) to be
   shipped.

 * The documentation files are not buildable from source.
   Consequently the .debs contain files which cannot be regenerted
   from source.  This bug is masked in most builds by the first bug.
