[Pkg-libvirt-maintainers] Bug#850709: Add debian/bug-presubj

Hi,
I'm trying to work on cleaning up Ubuntu Delta on Libvirt submitting all
code that should help Debian just as much.

In this bug that is about to improve initial bug report quality by hinting
at
http://wiki.debian.org/libvirt/Debugging.

It is not that important - but I thought either you agree to that or not,
it might still be worth to suggest. Either way I think on next merge we
converge on whatever this bug decides upon.
Especially since for Ubuntu we'd already have apport hooks to help with the
same.
