libvirt build depends on libparted0-dev. The latter is a transitional
dummy package that happens to be Architecture: all and Multi-Arch:
foreign. This is bad, because it means that build dependencies on it are
cross unsatisfiable. While this should be fixed in libparted0-dev,
libvirt should simply switch to using libparted-dev.
