I've just upgraded a virtualization host to buster and just noticed the
hard dependency on cryptsetup. Since the split into different packages,
it makes sense to try and remove cryptsetup-initramfs which isn't useful
on this setup (and generates warnings on each update-initramfs call),
but that can't be done because of this Depends: on cryptsetup which
pulls all new binaries.

Bumping severity to important, and I'm pretty sure a bugfix for buster
would be fine regarding freeze policy.
